Under the Defense Agencies Initiative (DAI) program, CACI provides full lifecycle support to implement a standard core financial system that will replace aging financial systems and help DoD achieve a clean financial audit opinion. Through significant improvements in processes and data integration, this Oracle Enterprise Business Suite (EBS)-based solution will save DoD millions of dollars.
CACI provides Oracle Federal Financial (OFF) system integration services to the IBC, which is an OMB-designated Financial Management Line of Business (FMLOB) Shared Service Provider (SSP). The IBC provides full financial cross-servicing to over 55 government agencies. As IBC's prime contractor for all Oracle implementation and integration, CACI has been responsible for all phases of OFF implementations, from project inception to post-production support. In this capacity, we currently support existing and new customer engagement and implementation services for Oracle enterprise applications for 17 federal agencies. By taking advantage of the economies of scale in using a common "instance" of OFF via the IBC shared service center, our support enables small- to mid-size federal agencies to use a modern financial management system at a lower cost than they would otherwise incur.
CACI provides COTS/ERP-based solutions and custom applications to several Intelligence Community organizations to manage their budget and financial operations in a highly classified environment.
CACI's Resource Management (RM) Online is a web-based solution that integrates Planning, Programming, Budgeting, and Execution (PPBE); manpower, force/end strength; and personnel functions. RM Online enables a defense organization and its subordinate activities to efficiently execute their mission and decision making processes in a real-time environment while following organizational policies and requirements. This highly integrated system also supports all capabilities in the manpower management cycle, and enables monitoring dollars, end-strength, and work year data.
CACI's Standard Procurement System (SPS) Program is the cornerstone for DoD’s paperless acquisition initiative. As the first DoD-wide enterprise business solution to use commercial-off-the-shelf (COTS) software, SPS replaced over 70 legacy systems, delivering huge cost savings, efficiency, and consistency across DoD. In FY 2015, the system processed approximately 800,000 contract actions worth $190 billion and had 27,000 operational users at 700 sites.
Directing available funds to mission-critical purchases is essential, and SPS Procurement Desktop-Defense (PD2) provides automated, strategic, and streamlined contract management support for the procurement professional. PD2 automates and streamlines the procurement process within a complete workflow management solution that also ties the logistical, contracting, and fiscal aspects of procurement into one enterprise business system. This flexibility of PD2 minimizes deployment costs, ownership costs, and cross-platform issues. The SPS-Contingency (SPS-C) solution enhances the ability of forward-deployed combat elements to conduct contingency contracting operations using SPS technology. This system is currently being utilized in contingency contracting environments around the world to support DoD.
CACI developed and continually enhances WAWF, DoD's primary enterprise solution for electronic commerce. It is used by virtually all DoD service branches and defense agencies, as well as nearly every company that does business with DoD, to manage electronic business transaction flow between DoD and industry. WAWF has 415,000 unique active users within DoD and industry and processes 615,000 e-commerce documents annually, including invoice values of $535 billion. It is estimated that WAWF has saved the DoD hundreds of millions of dollars in the reduction of late payment penalties alone. WAWF accomplishes the following:
For the Single Supply Solution (SSS) program, CACI established the Navy Warehouse Enterprise System (NWES) team, which successfully led coordination efforts to ensure that all functional requirements related to the deployment of the SAP Warehouse Management (WM) module — including the foundational aspects of the Investment Management (IM) input — were meticulously planned with focus on ensuring seamless integration with the Navy ERP design and end-user requirements.
CACI developed the Readiness Based Sparing (RBS) Suite, which allows our Navy customers to determine the optimal range and depth of spare parts to carry within the supply system. By using RBS tools, customers can conduct impact analysis of funding, part reliability, and maintainability, as well as process changes on readiness.
In order to sustain specified readiness goals for key equipment, weapons systems, or subsystems with minimum investment in spares inventories, RBS implements a structured, progressive process. The RBS process can be applied to new or existing equipment or weapon systems, including COTS and government-developed equipment.
CACI assisted DOJ in implementing a department-wide Unified Financial Management System (UFMS) for the Drug Enforcement Administration (DEA). In addition to ensuring the new system met departmental standards and aligned system capabilities with both mandated and new business processes, we also led the critical legacy system-to-UFMS data conversion effort to accurately migrate data. The end result was a successful implementation, compliant business processes, and a strong business relationship. DOJ's auditor noted that the conversion was "the cleanest conversion they had ever seen."
CACI implemented a financial statement reporting solution to remediate the VA's preparation of consolidated financial statements, which had been listed as a material weakness in the annual Office of Inspector General (OIG) Report. We designed, developed, implemented, and continue to maintain the VA's Management Information Exchange System (MinX), which generates Office of Management and Budget (OMB) audited financial statements. In addition to successfully addressing a material weakness, this reporting system facilitates the production of quarterly financial statements and supporting footnotes.
Housing and Urban Development (HUD) had been focused on security for its privacy (personally identifiable information, or PII) and other sensitive data in its financial systems. Opportunities for improvement existed with storage, transmission, access, recertification, and monitoring controls. Management and OIG were focused on identifying weaknesses and devising cost-effective, robust responses to security issues.
CACI enhanced HUD's Office of the Chief Financial Officer (OCFO) Financial Data Mart (FDM) by implementing a new access management application that monitored Active Directory credentials (active staff versus non-active staff), stored application access authority, provided yearly re-certifications, and monitored usage across many OCFO applications. This solution provided exposure to an important issue within HUD and has made substantial improvements in the agency's financial data security.
Department of the Interior Financial and Business Management System(DOI FBMS)
The purpose of the FBMS program is to modernize and consolidate disparate financial, acquisitions, financial assistance, and travel systems used across DOI’s eight bureaus and departmental offices into one SAP-based solution. Since 2006, the agency has relied on CACI to combine SAP and Compusearch PRISM product knowledge with our deep expertise with the legacy systems being replaced and knowledge of how DOI's bureaus do business to deliver a highly available solution that enables standardized business processes for all 13,000+ users.CACI supports DOI in making system configuration decisions, performing data conversions, ensuring the system is sized appropriately to meet performance requirements, and identifying and mitigating system vulnerabilities in accordance with DOI’s security certification and accreditation policies. CACI’s work on FBMS was critical to the initial implementation of FBMS at each bureau and continues to be critical as DOI continues efforts to optimize and leverage the FBMS solution as bureau needs evolve.
Defense Health Agency (DHA) Theater Wide Enterprise Logistics System (TEWLS)
The purpose of the TEWLS program is to support intermediate medical logistics functions across DoD. TEWLS complements other applications within the Defense Medical Logistics — Enterprise Solution (DML-ES) portfolio, which provides a continuum of medical logistics support for the Defense Health Agency. TEWLS provides an enterprise “backbone” for centralized management of data and key intermediate-level medical logistics processes, including warehousing of medical materials, materiel distribution and transportation management, and creation and management of medical assemblages. Since 2008, DHA has relied on CACI to provide SAP product knowledge combined with medical logistics experience to deliver a highly available solution that enables standardized business processes for 900+ users worldwide.
CACI supports DHA in making system configuration decisions, performing data conversions, and identifying and mitigating system vulnerabilities in accordance with DHA's security certification and accreditation policies. CACI's work on TEWLS is critical to DHA as it continues efforts to centralize organized business activities into a single application portfolio and master database resulting in instantaneous data-sharing among DoD logisticians worldwide.
